About the Presentation

The regulatory aspects of decommissioning, liabilities and how to undertake an assessment of potential decommissioning options are currently hot topics in the oil and gas world.  While decommissioning is considered relatively mature in the UK/Norway and the Gulf of Mexico, the same cannot be said of Australia.

The international conventions which apply to Australia will be discussed along with an overview of the current regulatory approach in Australia. Comparative reference will be made to the more prescriptive regimes in the UK and Norway. The requirements of less than full removal of property in Commonwealth Waters will be reviewed, and the concept of ALARP discussed. To conclude issues around responsibility for decommissioning and liabilities will be highlighted.

About the Speakers

Higgins

Dr Stuart Higgins is an Associate Professor at Curtin University.  He is Deputy Director at the Oil and Gas Innovation Centre delivering industry-based research with a focus on decommissioning and delivers the Master of Subsea Engineering and MSc (Global Subsea) programs for Department of Petroleum Engineering. Stuart’s professional career has spanned 25+ years with Oil & Gas Operator specific field development expertise spanning appraise, select, FEED, execute, operate and decommissioning phases covering multiple asset types and international regions.

 Ineke

Mrs Ineke Reyboz from teleology Energy has an MSc in Decommissioning and an LLB, LLM BSc Lawyer. Ineke is a commercial & supply chain leader with +25 years global oil & gas & renewable energy experience. Her focus on decommissioning covers international law, regulatory compliance, comparative assessments, risk management, residual liability & supply chain management. She is an Adjunct Research Fellow at the Curtin University Oil and Gas Innovation Centre.

Dean Stewart

Mr Dean Stewart from Sequent Consulting has a MSc in Decommissioning and a BEmech (Hons).  Dean is an Engineering Manager / Executive with 30+ years’ experience in the oil & gas industry covering all aspects from consulting, contracting to managing operating/non-operating oil & gas companies in key leadership roles. He is an Adjunct Research Fellow at the Curtin University Oil and Gas Innovation Centre.
